  Studying the industrial base in Syria: The possibility of development and ways to link it to local and international scientific research

  The aim of this study was to evaluate the current situation of the industrial base in Syria, determine the most important current requirements and to study the possibility of developing this base by linking it with local and international scientific research, all that to develop a proposed concept for the development of linking the industrial base in Syria with local and international scientific research. In order to achieve this goal, the descriptive analytical approach was used by reviewing previous researches and studies and the experiences of some Arab and foreign countries in the field of linking scientific research to the industrial base, and a questionnaire was designed and applied consisting of (54) phrases distributed over three axes (the status of linking scientific research to the industrial base in Syria, the obstacles of linking scientific research to the industrial base in Syria, the requirements for developing linking scientific research to the industrial base in Syria). The sample of the study included (95) persons of faculty members, researchers at the higher commission for scientific research, Master's and PhD students and the employees in Ministry of Industry units related to scientific research. The results of the study showed that the current status of linking scientific research with the industrial base in Syria from the point of view of the respondents was at an average level, and that the current obstacles to linking scientific research with the industrial base in Syria were strong from the point of view of the respondents and need enormous efforts from all relevant parties to avoid them, and that all the requirements for the development of linking scientific research with the industrial base were strong from the point of view of the respondents and form an integrated package that contributes significantly, if all available, to the effective linking of the Syrian industrial base with local and international scientific research. The results also showed that there were differences between the responses of the sample members on the axis (the status of linking scientific research to the industrial base in Syria) according to the variable (description of the respondent) in favor of (faculty members, researchers at the higher commission for scientific research, the employees in Ministry of Industry units related to scientific research), and there were differences between the responses of the sample members on the axis (the obstacles of linking scientific research to the industrial base in Syria) in accordance with the variable (description of the respondent) in favor of (employees in Ministry of Industry units related to scientific research, faculty members, researchers at the higher commission for scientific research), and there were differences between the responses of the sample members on the axis (the requirements of the development of linking scientific research to the industrial base in Syria) according to the variable (description of the respondent) in favor of (employees in Ministry of Industry units related to scientific research, faculty members, researchers at the higher commission for scientific research). The research finally put a proposed concept for the development of linking the industrial base in Syria with local and international scientific research, given the new topics (that the industry should provide for scientific research) derived from the current practical status, and the development of educational plans and graduate studies plans enhanced by cooperation between educational institutions and industry, and the fact that effective linking between them has become an urgent need in light of the sanctions imposed on Syria and the great external challenges that require enormous efforts to face them, and the important benefits that the desired linking process can provide.
